Note on UN Numbers: UN numbers are assigned to substances classified as dangerous goods for transport. Non-hazardous substances (CaCO₃, Citric Acid in solid form below threshold concentrations) may not carry UN numbers but still receive a full 16-section GHS SDS confirming their classification status.

Vietnamese Chemical Regulations — What Procurement Teams Need to Know

QCVN 05:2021/BYT — Workplace Chemical Exposure Limits
Issued by the Ministry of Health, QCVN 05:2021 sets maximum allowable concentrations (MAC) for hazardous substances in the workplace air. It replaces the previous QCVN 05:2013 standard and aligns more closely with international OEL frameworks (ACGIH TLV, EU OEL).
Practical implication for procurement: When purchasing a new chemical, the SDS Section 8 (Exposure Controls/PPE) must reference or be cross-checked against QCVN 05:2021 limits. If the SDS references only foreign standards (e.g., OSHA PEL, EU IOELV), your EHS team must verify that these are consistent with the Vietnamese MAC values.
Decree 113/2017/NĐ-CP (amended by Decree 82/2022/NĐ-CP) — Chemical Law Implementation
This decree implements Vietnam’s Law on Chemicals (No. 06/2007/QH12 as amended). Key obligations for chemical buyers and users:
