Industrial facilities operating in Vietnam face tightening chemical safety requirements from both domestic regulators and international buyers. Vietnam’s National technical regulation on human hygiene requirements for urban wastewater and domestic wastewater. — the national technical regulation on workplace chemical exposure limits — mandates that all facilities storing or using hazardous chemicals maintain up-to-date Material Safety Data Sheets (MSDS), now aligned with the Globally Harmonized System (GHS) format and formally called Safety Data Sheets (SDS).
At the same time, export-oriented manufacturers, particularly in the textile, garment, and leather sectors, must satisfy ZDHC MRSL (Manufacturing Restricted Substances List) Missing or outdated SDS documents remain one of the most common compliance failures in third-party chemical audits across Vietnamese factories.
Loc Thien Chemical provides free, GHS-compliant MSDS/SDS for every industrial chemical it supplies, upon request, in English. This page explains what you need, what we provide, and how to get it fast.
What is an MSDS / SDS and why does your factory need one?
A Material Safety Data Sheet (MSDS) — now standardized under the GHS framework as a Safety Data Sheet (SDS) — is a structured document that communicates the hazards of a chemical substance and provides instructions for safe handling, storage, transportation, and emergency response.
Under GHS, a compliant SDS contains 16 mandatory sections, including:
- Identification (product name, supplier, intended use)
- Hazard identification (GHS classification, signal word, pictograms)
- Composition / Information on Ingredients (CAS Number, Concentration)
- First-aid measures
- Fire-fighting measures
- Accidental release measures
- Handling and storage
- Exposure controls / personal protective equipment (PPE)
- Physical and chemical properties
- Stability and reactivity
- Toxicological information
- Ecological information
- Disposal Considerations
- Transport Information (UN Number, Proper Shipping Name, Hazard Class)
- Regulatory information
- Other information (revision date, version)
Why your factory needs an SDS on file:
- Legal obligation Vietnam's Decree 113/2017/ND-CP (amended by Decree 82/2022/ND-CP) requires importers and distributors of hazardous chemicals to provide SDS to end users. Failure to maintain SDS records can result in administrative penalties.
- QCVN 05:2021/BYT compliance — requires EHS officers to assess chemical exposure against established occupational limit values listed in the regulation; the SDS is the starting point for that assessment.
- Auditorías de fábrica — International buyers (H&M, Inditex, PVH, etc.) and third-party auditors (Bureau Veritas, SGS, Intertek) verify SDS availability as a baseline audit point. Missing SDS = automatic non-conformance.
- Worker safety — SDS at the point of use enables supervisors and workers to respond correctly to spills, exposures, and emergencies.

Note on UN Numbers: UN numbers are assigned to substances classified as dangerous goods for transport. Non-hazardous substances (CaCO₃, Citric Acid in solid form below threshold concentrations) may not carry UN numbers but still receive a full 16-section GHS SDS confirming their classification status.
All SDS documents supplied by Loc Thien Chemical follow GHS Revision 9 format and are reviewed for accuracy against original manufacturer documentation. Revision dates are clearly indicated on each document.
ZDHC MRSL Compliance Support for Textile Factories
The ZDHC Manufacturing Restricted Substances List (MRSL) prohibits or limits the use of specified hazardous chemicals in textile, leather, and footwear manufacturing. Compliance with ZDHC MRSL is increasingly required by global apparel brands as a condition of their supply chain approval process.
For Vietnamese textile and garment factories, ZDHC compliance during the Chemical Management Verification (CMV) The audit requires the following documentation for every chemical in use:
- Safety Data Sheet (SDS) — GHS-compliant, current version, in a language understood by workers
- Chemical inventory listing all chemicals used, stored, and discharged
- Product conformance certificate confirming the product is free of MRSL-restricted substances
How Loc Thien Chemical supports ZDHC compliance:
- Supplies GHS-compliant Safety Data Sheets (SDS) in English for all chemicals provided
- Can supply Certificate of Analysis (CoA) or product specification sheets upon request, useful for cross-referencing against ZDHC MRSL substance thresholds
- Available for technical consultation on chemical substitution when a currently used substance appears on the ZDHC MRSL or ZDHC Gateway Level A/B/C classification lists
- Supports documentation preparation for brand audits (Nike, adidas, Levi’s ZDHC signatory programs)
Important: ZDHC MRSL compliance verification requires test data from an accredited laboratory for specific restricted substances. Loc Thien Chemical provides SDS and CoA documentation to support your audit file; factory-level testing and ZDHC Gateway uploads are the responsibility of the manufacturing facility.
If your factory is preparing for a ZDHC-based audit, contact our technical team to review the chemical list you are currently using and identify any documentation gaps.

Vietnamese Chemical Regulations — What Procurement Teams Need to Know
Procurement managers and EHS officers sourcing industrial chemicals in Vietnam must navigate a multi-layered regulatory framework. Here is a concise overview of the key instruments:
QCVN 05:2021/BYT — Workplace Chemical Exposure Limits
Issued by the Ministry of Health, QCVN 05:2021 sets maximum allowable concentrations (MAC) for hazardous substances in workplace air. It replaces the previous QCVN 05:2013 standard and aligns more closely with international OEL frameworks (ACGIH TLV, EU OEL).
Practical implication for procurement: When purchasing a new chemical, SDS Section 8 (Exposure Controls/PPE) must reference or be cross-checked against QCVN 05:2021 limits. If the SDS only references foreign standards (e.g., OSHA PEL, EU IOELV), your EHS team must verify that these are consistent with the Vietnamese MAC values.
Decree 113/2017/ND-CP (amended by Decree 82/2022/ND-CP) — Chemical Law Implementation
This decree implements Vietnam’s Law on Chemicals (No. 06/2007/QH12 as amended). Key obligations for chemical buyers and users:
- SDS receipt obligation — Buyers of hazardous chemicals listed in Annex IV of the decree must receive an SDS from the supplier at the time of first delivery and whenever the formulation changes.
- Chemical inventory declaration — Facilities storing Annex III chemicals above threshold quantities must file annual declarations with the Ministry of Industry and Trade (MoIT).
- Restricted chemicals Annex II lists chemicals prohibited or restricted for import, production, or use in Vietnam.
REACH (EU Regulation 1907/2006) — For Export Manufacturers
Vietnamese manufacturers that export products to the European Union must ensure that their products do not contain SVHCs (Substances of Very High Concern) at concentrations exceeding 0.1% by weight in any article, as listed on the REACH Candidate List (currently more than 240 substances as of 2025). Although REACH is an EU regulation, Vietnamese factories supplying EU brands are contractually required to comply.
Practical implication for procurement: When sourcing process chemicals (dyes, coatings, adhesives, cleaning agents) for use in export production, request a REACH SVHC declaration from the supplier in addition to the standard SDS.
Loc Thien Chemical can provide REACH SVHC declarations for applicable products upon request.
